Greetings,
When I depress the Start (Flag/MS-Logo) Key and E simultaneously, expecting
Windows Explorer to run, Outlook Express opens. Where & How is this
shortcut/hotkey controlled? I want Start+E to open Windows Explorer (and
Start+R to open the Command Line).
Start+D works as promised to minimize (or restore) all 'desktop present'
applications. These are the three
Start-Key shortcuts that I use. I have not tested others.

My Machine:
Dell Inspiron Laptop
Windows XP SP2

Thanks, Hearaoi

Is this a sudden, new problem or an ongoing one?

Does WinKey+R open the Run window?

Look at the various shortcuts that you have to start OE (Quick launch
bar, desktop, Start/Programs menu), right click and select Properties.
You may have set up a Hot key for it.
