If it's a U.S., or CA, Yahoo account and you're not subscribed to Yahoo Mail
Plus, then you can't access the account in Outlook Express.

Apparently you are an SBC customer who contracts Yahoo to provide their
e-mail service.  So call your ISP on how to use their e-mail service or
read their web help pages.

Why are you afraid of calling your ISP's tech support?

Let me guess: By "plain English" you really meant, "hold my hand and walk me
through this". Normally, I would drill down through the list to the exact
item; but, especially for your attitude, you can do it yourself:

It really isn't hard to find help on the 'at&t Yahoo! HSI' site.

I may help but I'm not going to go so far for super lazy users as to
change their diapers or wipe their butt.  The information is available.
Actrez is just too lazy to look or call.

Only your ISP can tell you how.
