Hot links don't work first time..Why?

When clicking on a hot link to another page on IE the link sometimes does
nothing at all. Other links often activate but the new window says page not
available.
In almost every case tho by clicking "Back" and the forward, and trhen
clicking the hotlink again it works.  
My web designer is flumoxed...it doesn't happen on the same sites with his
development pc's but it does happen a lot on both my laptop and desktop.

Typical problem....go inot internet banking...HSBC...mainstream
site....click on link to business internet banking...no response at all....no
progress bar nothing. Right click and then click open in new window...opens
fine.  Alternative.....call up main site from favourites, click link...no
response...click back then forward...works fine this time.
On almost all links that tetrun page not available the link works on refresh
too.

Its as though IE or something will only go to a page if you really meant
it!! We've looked at IE and Google blockers as a factor.

OH....other problem...cant remember my password to the content part of IE
options...anyone know how to get this removed or reset?

(.. on my lap top its not password protected and changes there have not
helped the above problem/ levels...)

...could explain it. The web interface is clunky, often doesn't appear to
have posted a message, etc.
