I recently needed to re-install Windoes 2000 pro sp4. Now I'm attempting to
re-establish my DSL online service. during this process, it tells me it
cannot continue with installation until Internet Explorer 6 is installed.
When I downloaded this from another pc and tried to install I.E. 6 on mine,
it stops the installation and refers to:
"Set-up unable to download information about available installation sites.
Or unable to use current proxy. Network may be busy".
Please help as I do not understand what this is refering to or why.

Thank you in advance.

I suspect you only downloaded the  ie6setup.exe  starter module.
You do need an Internet connection to download the rest.

Why does the  DSL online service *require*  IE6?
If it doesn't really need it you could use your base browser (IE55sp2)
to do the install of the package, perhaps using a User-Agent spoof
if necessary.

However, why do you need that package at all?
I suspect you could probably establish an Internet connection without it.

Another alternative would be to find a full distribution version of IE6sp1
e.g. often seen on various product CDs in order to provide a means of
ensuring the documentation can be read.   You can also if necessary
order a CD from Microsoft

http://www.microsoft.com/windows/ie/ie6/ordercd/default.mspx

BTW in case you need help trying to create a network connection
without using your ISP's package I am cross-posting this to the W2K
Networking NG.
