ie6 - cookies blocked no matter what the settings

winxp pro, ie6, all updates installed

Starting about a month ago any site the has cookies has them blocked no
matter what the settings I select.

The Privacy Report icon shows up with a red dash through it. When I
open it, it shows the blocked cookies. When I double-click on each
blocked cookie, I set it to "Always Allow this site to use cookies",
but they're are stil blocked

When I click on Settings | Privacy | Sites I've added the site to Allow
cookies
Under Advanced I've checked Override and Always Allow and Accept both
cookie types

I've deleted temp files and cookies

And I've tried many combinations of the above too - cookies are still
blocked
I have similarly configured pc's that don't have this problem

(Other browsers on the same pc work fine)

Hi,
Possibly a corrupted Cookies folder. Export any cookies you wish to save
(IE> File> Import and Export)

Logout then login as administrator or another user with administrator
privileges, make sure that you can see hidden and system files (Folder
Options> View) then delete the affected Cookies folder from Windows
Explorer. Restart. Import cookies if you saved them.

Thanks - that didn't help but maybe it'll lead to a solution.

My user account has admin privledges, but I logged on as the admin and
was able to delete the cookies folder (and the one index.dat file in
it)

Logging on as the Administrator the sites with cookies do work so now I
know that IE isn't hosed, it's some kind of permissions thing - maybe a
registry issue?

I'll try regmon and filemon to see what's not working...

I can run IE with no problem logged on as myself (admin privledges) and
using Run As to run IE with Administrator credentials

Running RegMon (trying IE as myself) I found these keys that are Access
Denied: (I've replaced my domain and username). I've tried resetting
the registry keys with myself and even Everyone Full Permission but
still get these errors:

Are you running a third-party security program that might be locking these
keys?

Hi,
I don't think any of those keys is connected to blocked or allowed cookies.
It might be time to try a new user account?
