OE is part of IE, which is also part of your OS. There is no OE/SP2 per se.
The only way you can have the latest version of OE is to upgrade your OS to
XP/SP2.

You don't really need it. SP2 is a Windows XP fix, not a win98
fix. Win98 is fairly stable and if you're up to date with the
win98 fixes, you should be fine.

What makes you think you need SP2?

Just make sure you turn off background compaction and email scanning. See
points 2 and 3 here: www.oehelp.com/OETips.aspx
