OE is essentially an IE component. Borrows much of its structure and engines
from IE, and IE is an integral component of the OS...
See where I'm going with this? I would say your question should be, "Can you
install an English Language IE on a French Windows?"

I figured it was something like that. I'd checked a few places to see if I
could download OE, and couldn't find any that would let me download just OE, I
had to download IE. And I'm thinking that an English version of IE probably
won't install on a French version of XP.
