My friend and I are both under WindowsXP, not Vista.
A coworker told me an ex-employee used to remove the function during
clients' installs, deeming it unnecessary for customer use, and he may have
removed it from my work-unit also.
My friend's situation: She and her husband had the ability to switch
identities, but then her computer crashed. Afterwards, only his email is
available, and she no longer has the ability to create or manage identities.
The only workaround I could figure (other than mixing the two accounts in
the same IE window) was to setup user login/passes for use during startup so
that each account could be kept separate. Problem is: we can't find her old
emails she'd previously downloaded.
She said she'd run into this issue about 6 months ago and someone had helped
her resolve it (without having to reinstall all of WinXP), but she doesn't
remember the solution.
No adware/spyware on my unit, so I doubt it's the cause on hers too.
Is there a component of Windows whereby a reinstallation would restore
functionality? Or a preference set somewhere that's preventing the listing
under the File menu?

There some "hidden" settings that can block things such as that.
Check under this Registry key:
HKEY_CURRENT_USER\Software\Microsoft\Outlook Express
and also particularly under this key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Outlook Express
For a setting that might read "disable identities" or something such as
that.
Then either backup the key and then delete the value, or set the value to 0.
If you can't find it post back.

If it was just that account which was changed you could create a new account
or rebuild the profile for that one.

Yes. With Vista's Windows Mail that is what they will have to do anyway.

That shouldn't be that hard. Just look for *.dbx files but you might have
to use something other than Windows Explorer to find them all.

Don't know. There are lots of specific policies which admins can use to
customize IE's menus. Perhaps OE has something similar? I would try
running RegMon to see what happens when the menu is displayed.
E.g. usually if there is a policy value its presence will at least be tested before
the menu is displayed. Then if a value actually exists it would be shown too.
