Mapi was unable to load the information service dccmsp.dll

I am getting a error message after I open Outlook Express. This happended
after the installation of the OBCM. Can you help? The error says "Mapi was
unable to load the information service dccmsp.dll. Be sure the service is
correctly installed and configured".

Are you talking about Outlook Business Contact Manager (OBCM)?  That's
for the Outlook that comes with Office, not Outlook Express.
