Server time out?  What's the problem?

I continue to get error messages.  It comes in a small window "Outlook
Express" and says

"Your POP3 Server has not responded in 60 seconds.  Would you like to wait
another 60 seconds for the server to respond?  Account: no-spam Server:
pop.sttl.qwest.net"

The other, associated, error message comes in a small window "Outlook
Express" and says

"Some errors occurred while processing the requested tasks. Please review
the list of errors for more details."  The 'details' include:

"Your server has unexpectedly terminated the connection.  Possible causes
for this include server problems, network problems, or a long period of
inactivity.  Account: 'No-spam'.  Server: 'pop.sttl.qwest.net', Protocol:
POP3, port 110, secure(SSL): No, Error Number: 0x800CCC0F"

Now, the way I read that is that the qwest server has a problem.  Talking to
their representatives they want me to, 1) disable my Microsoft Firewall, and
2) reload Outlook Express.

Does this make sense?  I think they're really grasping for straws and the
suggestion to disable the firewall really seems off base.

This is an intermittant problem.  OE usually works fine so I don't see any
reason to 'reload' it, even if I knew how.  It does seem to have more
trouble if I have other screens open.

Your thoughts would be helpful.  Thank you very much.

Disable email anti virus scanning. If you have Norton or McAfee, uninstall
them, and relace them with either Grisoft AVG, or Alwil Avast. If you are
willing to pay, go with Kaspersky, or NOD32. With any of those, use custom
install and do not allow the email scanning module to be installed. You
don't need email scanning with the client, and it will solve a host of
problems, especially when you use MS Outlook Express.

Disable email scanning by your anti-virus application.  It provides no
additional protection and even Symantec says it's not necessary:

incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To

Auto-Protect enabled and run LiveUpdate regularly to ensure that you have
the most recent virus definitions.
