OE in English on a Spanish Win2000????

Hello to all,

Maybe it would be a simple question with a simple answer but i have never
seen this before:

I installed Win2000 SP4 in Spanish on a pc (i have used this Win2000 SP4 cd
all the time in all installations in my network) and this installation comes
with OE 6 in spanish but for some reason OE installed in English??, I find
this weird and bizarre since I install this windows 2000 in all pc's in my
network (over a 100) and OE is always in Spanish, how can i turn this OE in
spanish?? do I have to re-install OE again?? do i have to download some
pluging from Microsoft?? still confused why OE is in English in my Win2000
in spanish, I would like somebody please clarify this for me and provide me
a solution since this user doesn't understand much english.

I would really appreciate any help or advise you guys might provide.
