Message rule in OE

I am Software Engineer by profession. The product on which our team is
working is having multiple components. We use bug tracking tool which sends
emails whenever any new bug is filed or any bugnote is added. I use OE as my
default email client.

In OE I have created 2 folders where the second one is child of first and
have applied 2 message rules to these folders.

Outer folder has Message rule for bug tracking mails. For the child folder I
have applied another rule for bug tracking mails only for my component (Our
bug tracking mails have component name mentioned in Subject line). What I
want is all the bug tracking mails of my component should be directed to
inner folder and all EXCLUDING bug tracking mails i.e mails other than my
component should be directed to outer folder. But what is happening is my
component mails are getting directed properly to inner folder  but even
outer folder is getting the same mails again. Means I want the outer folder
message rule to work such a way that it will get all bug tracking mails
EXCLUDING my component mails. I want to apply some sort of exception message
rule to outer folder.

Any help in this direction will be appreciated.

Please post the exact wording of the rules and I'll be glad to suggest
fixes.

I have 2 folders created, first is 'Company_Name' and second folder is child
of it named  'My_Component'

For the outer folder I have rule as:
"Where From line contains  bugzilla@Company_Name.com  Move it to
Company_Name  folder" .
The child folder has rule as:
"Where From line contains  bugzilla@Company_Name.com  and Where the Subject
line contains  My_Component  Move it to  My_Component   folder"

You can make out that the outer folder (Company_Name)  rule is such that all
mails are directed into it including my component mails. I  intend to apply
some sort of exclusion message rule based on subject line for the outer
folder so that my component mails won't be directed into it since the 2nd
rule is holding true for them.

Put the second rule on top and add the action Stop processing more rules.
