I have McAfee installed, but I don't think that it is the problem... Here is
why...
I was getting the same error message from my email on pair.com
The connection to the server has failed. Account: 'mail.******.com', Server:
'relay.pair.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E
One that account, I was able to change to SSL on port 465 and it works
perfectly.
Any suggestions?

Try turning scanning of email by McAfee off.

For the 'pair.com' account, if using port 465 with SSL works, leave it that
way; don't worry about port 25. It is not written in stone that you *must*
use port 25 for SMTP message submission. Just use whatever port works for
your SMTP message submission server.

Are you actually on the Chater IP network when you are trying to send
through 'smtp.charter.net'? Two things are in play here:
1. If you are not on the Charter IP network, Charter won't let you use their
SMTP server. To use 'smtp.charter.net', you *must* be on Charter's IP
network.
2. The IP network you are on (if it isn't Charter) may be blocking outbound
port 25 to SMTP message submission servers. This would also explain the
failure to reach 'relay.pair.com:25', as well. If you are on a network which
blocks outbound port 25 to any other SMTP message submission server, you
have to use a different message submission port, if possible (as using port
465 for 'relay.pair.com'). But, AFAIK, Charter does not permit access using
a different message submission port. In that case, you have to use the SMTP
message submission server of the IP network you are using for Internet
connectivity.

This information is very helpful, but it still doesn't answer the question of
"why can't I use port 25 from my home?" I am using Charter digital cable
from home. I can receive messages, but I can not send messages. E-mail
scanning has been disabled since the installation of McAfee on the machine in
question.
My neighbor is having the same problem. They are also using Charter digital
cable and high speed internet service. They get the same error. They are
not using McAfee. They are using Charter's virus scan software.

This raises another question: is Charter doing the same as Comcast? Comcast
puts an outbound port 25 block in its subscriber's cable modems when it
detects excessive SMTP traffic. They tell their blocked customers to use
port 587 with their message submission servers.
Whatever is going on, the issue is with Charter, not MS Outlook Express.
