Don't assume they broke it and refuse to fix it. There may be other far
reaching reasons.
I too have the same problem and its really frustrating. Microsoft office is
obviously created by microsoft but according to my outlook express about, its
also created by microsoft (I have version 6) why don't they just do an
update to rectify the problem as microsoft have created both systems.

I'll provide a little historical perspective on this issue.
Going back to the Internet Mail and News (IMN) program which is the
predecessor for Outlook Express, Microsoft elected to put in the spell
checker hooks but not include the shared proofing tools that are needed
for the hooks to function. This is about 12 years ago. At the time IMN
was not shipped with Windows, but a free downloaded when most people had
only dial-up connections (and even slower than today's dial-ups). So
assuming that most people had a Microsoft product with the shared
proofing tools (Word, Office, Works, etc.) or would have an incentive
to buy that would make the download much smaller and more manageable.
Apparently Microsoft has seen no reason to change that model with
Outlook Express.
Problems started a few years ago when Works version 7 came out and they
changed the proofing tools there. I don't know why they were changed,
may for some new features. The existing OE hooks aren't compatible with
that. For Office, the change came with the 2007 version.
At this point, Outlook Express is an orphan product. Other than
security updates, no development is being done on it. Now Microsoft's
preferred free mail client for both Vista (where OE isn't an option) and
XP is Windows Live Mail.
As for the Office 2007 update. If you had a working spell checker in OE
before the update, you can reinstall the proofing tools for the old
version. You can have multiple versions of the proofing tools installed
as well as multiple version of Office (or multiple version of Works).
The problem really comes about because the default upgrade model is to
uninstall the old version and its proofing tools.
