Outlook Express Not Responding

I was trying to setup a separate account on my PC for a visitor. I
opened an Outlook Express account for the visitor and tried to have
their ISP configure remotely. The ISP is Cox.net in Phoenix Az.
When I try to open my account after the remote configure, I get the
vistors Outlook Express page, it immediately trys to receive mail but
I get the Outlook Error 0x800ccc0d message. then a "not responding"
message next to the visitor name in the banner. I cannot get into
tools to correct the ISP address error

What is preventing you from getting into Tools? Have you tried when offline?

I cant get into OE tools because every time I try to open OE it goes

Also, if you open IE and select to work offline, can you get into OE?
Send/Receive at startup may be why you can't get into OE. You can also
disconnect the connection to the modem.

Separator needed as the OP is using Quoted Printable.

I asked if you could select Work Offline in Internet Explorer and then try
to get into Outlook Express. Also, if you remove the connection to the
modem, you will be offline.

See if deleting Folders.dbx in the message store helps, but read the
consequences first.

Consequences of deleting Folders.dbx:

Tools | Options | Maintenance | Store Folder will reveal the location of
your Outlook Express files. Press the Tab key to highlight the folder
location, then Ctrl+C. Close OE, then Start | Run | Ctrl+V will put the
location in the box - Click OK and you'll see the OE files. Otherwise, write
the location down and navigate to it in Windows Explorer.

In WinXP, Win2K & Win2K3, the OE user files (DBX and WAB) are by default
marked as hidden. To view these files in Windows Explorer, you must enable
Show Hidden Files and Folders under Start | Control Panel | Folder Options
Icon | View, or in Windows Explorer | Tools | Folder Options | View.

With OE closed, delete Folders.dbx. A new Folders.dbx file will be created
when you open OE.

If you do File | Work offline in IE, OE will open in offline mode by
default, Lou.

[As a ptd.net subscriber [I am, too!], it probably wasn't a good idea to use
the cox.net remote configuration utility, Lou.  Ideally, you would have
created a new Identity for your visitor to use or simply asked him to access
his name@cox.net account via webmail.]

General OE Caveats:

- Don't use Inbox or Sent Items to archive messages.  Move them to local
folders created for this purpose.

- Empty Deleted Items folder daily.

- Disable Background Compacting [N/A in SP2] and frequently perform a manual
compact of all OE folders while "working offline".  More at
http://www.insideoe.com/files/maintain.htm.

- WinXP SP2 only: Do not attempt to close OE via Task Manager or shutdown
your machine if Automatic Compacting is taking place.

- Your anti-virus application's email scanning feature can also cause
corruption.  Disable it.  It provides no additional protection.

the registry is probably damaged..."

Did you create a new identity for your visitor to use with his cox.net
account or did you add his name@cox.net account to your identity, Lou?

Have the settings changed for your name@ptd.net account in OE (Tools |
Accounts | Mail | [ptd account] | Properties > Servers & Advanced tabs)?
