"Where the TO or CC lines do NOT contain [address], Delete it and Stop
processing more rules."
After entering the address while creating or modifying the rule, click on
the Option button to access the "not" option.
NB: The above Rule will delete all messages sent to [address] via BCC!

I don't have that NOT to check. I have:
Where the To line contains people
Where the CC line contains people
Where the To or CC line contains people
I don't have the one you mention. Is this an add on that I can get ?
6.00.290.3244 version.

Select 'Where the To or CC line contains people'.
Add your action.
Click on 'contains people'.
Add your address.
Now, click on Options and select Does not contain.

When you fill-in or Edit those lines, look for the OPTIONS button on
right-hand side /once you've added an address/.
