How do I reinstall OE or find out if I have the latest version of OE?  Is OE
part of a larger program?

Are you running XP/SP2? In OE | Help | About, scroll down to inetcomm.dll.
Do you see: 6.00.2900.3198? If so, you have the latest version.

Any reason why you would want to reinstall?

I thought the name was familiar. I just see the Re: for the other post, so I
missed it.

Sorry to be tardy, I was out of town.  I do have the latest version; however,
I continue to have the issue when I initially open OE - I get a blank screen,
then when I close out and reopen, the messages come up.  I could live with
this, but it's a bit of an annoyance, and I figured perhaps the program needs
to be reloaded.

Start here.

When OE crashes or won't start:
