Erratic Outlook Express

Kubla - 09 Apr 2008 04:32 GMT I am having trouble with my Outlook Express. I'm running XP Pro SP2. When I try and send an email, I get a message: "The message could not be sent because the server rejected the sender's e-mail address. The sender's e-mail address was xxxxxxx@pacbell.net'. Subject 'Fw: Why shopping at xxxx..x..............,', Account: 'postoffice.pacbell.net', Server: 'mail.pacbell.net', Protocol: SMTP, Server Response: '451 4.7.7 Mail access temporarily suspended for 69.229.8.129**BCMI**nlpi043', Port: 25, Secure(SSL): No, Server Error: 451, Error Number: 0x800CCC78"
Sometimes I have to reboot the computer in order to send the message. Then, other times the message will just send as if nothing happened.

Disable email scanning by your anti-virus application. It provides no additional protection and even Symantec says it's not necessary:

What anti-virus application or security suite is installed? What anti-spyware applications (other than Defender)? What third-party firewall (if any)? Is the machine fully patched at Windows Update? Can you even access Windows Update?

When all else fails, HijackThis v2.0.2 (http://aumha.org/downloads/hijackthis.exe) is the preferred tool to use. It will help you to both identify and remove any hijackware/spyware with assistance from an expert. **Post your log to http://forums.spybot.info/forumdisplay.php?f=22, http://castlecops.com/forum67.html, http://forums.subratam.org/index.php?showforum=7, http://aumha.net/viewforum.php?f=30, or other appropriate forums for review by an expert in such matters, not here.**
If the procedures look too complex - and there is no shame in admitting this isn't your cup of tea - take the machine to a local, reputable and independent (i.e., not BigBoxStoreUSA) computer repair shop.

Also exclude EML files from the scan. It provides no protection not provided by the regular resident protection. Besides that, McAfee and Norton are not compatible with Windows Mail and Outlook Express and should be uninstalled. The latest version of Trend's anti-virus seems to be causing problems too.

I changed to Windows Live Mail (as if I had a choice) and all is back to normal. I do think I am going to go to Outlook, though. Thanks to all for your comments and suggestions. I rate this newsgroup AAA+++.

The fact the WLMail works OK is most likely coincidental with your ISP's lifting of the temporary ban. If you encounter the same problem eventually running WLMail, you've probably got a hijackware infection (unless you are a spammer).

If you haven't intentionally been sending a lot of mail (sending one message to 50 people counts the same as sending 50 messages to one person each) then your PC may be infected with a SPAM-BOT (a spammer has installed a program (virus) on your PC to take control of it and send all the SPAM.)

You will have to check "My server requires authentication", and use your full email address to log in to that server. It supposedly has higher limits, but if you are sending over 200, or so email messages in a day, you may need paid email hosting with a bulk email service provider.

After having tried various of methods without improvement, you can have a try to use special utility to repair your Outlook Express dbx file. I know one, called Advanced Outlook Express Repair. Fortunately , It worked rather well for my corrupt Outlook Express dbx files last time. I think it may be helpful to you. On the date of your original post, 'mail.pacbell.net' work on the basis of limiting access to authorized users by means of an ACL (Access Control List) containing a list of the AT&T Internet Services (for domains, such as, 'pacbell.net') IP addresses. The servers also had a message rate limit at that time which was rather low, based on the assumption that access was primarily from residential customers.
Commencing April 23, 2008, or so, ATTIS changed the DNS record for 'mail.pacbell.net' to point to a cluster of SMTP AUTH message submission servers. The change means the following:
Your email client must now be configured for "My server requires authentication". (New requirement.)
You must use your full email address to authenticate. (Not really new, but if you had never configured 'mail.pacbell.net' for authenticated access, you might have missed that change in the way that SBC Internet Services (as ATTIS was called when that change was made) operates.
Access to the server is now available through port 587. These "changes" are primarily due to the fact that 'mail.pacbell.net' now points to the same server cluster as 'smtpauth.sbcglobal.net', which had always worked in this fashion.
The new server cluster that 'mail.pacbell.et' points to reportedly has a higher rate limit for outgoing email. Things may not be as dicey now as they were in the past.
I believe the change was made to facilitate access from wireless hotspots, which AT&T now provides free on their Express, Pro, and Elite packages. The option to use port 587 exists to deal with foreign (meaning non-ATTIS) IP networks which block access to outbound port 25 for spam control.
BTW, as others already pointed out, the erratic nature of the problem was not due to a problem with MS Outlook Express, and changing your mail client did/will not solve any problems. I did post a solution for you on April 9, suggesting that you use 'smtpauth.sbcglobal.net'. However, now that 'mail.pacbell.net' points to the same IP address, that suggestion is moot.
The main thing to remember now is, "SMTP AUTH". Both MSOE and WLM have a setting on the servers tab: "My outgoing server requires authentication". If you are using 'postoffice.pacbell.net' to fetch your email, you can just let the client use the POP3 authentication settings.

Kubla - 30 Apr 2008 02:37 GMT Norman, thanks for explaining. I saw that post and I really didn't understand it. I did change to "my server requires authentication" and everything appears to working fine. I have changed over to Windows live mail as that's how I receive my hotmail and I'll probably go to Outlook as my client as I do use it to sync with my phone. I just wish Outlook would get hotmail. NOW, I don't understand yet why I had that problem as I really don't send out much mail as I am a residential customer. Another thing, I also use Outlook Express on my laptop with no problems. I haven't even been notified there but I'm going to change to Outlook anyway.
