HELP, outlook express, can send, not receive email

mlc - 14 Apr 2008 18:51 GMT I have 2 accounts on my Outlook Express. One account (the one I have signed-up under) is working fine, the other will ONLY SEND email, will not receive. I have deleted and re-created the account, contacted my ISP for help. Will entertain any/all suggestions; hopefully I don't need to do a complete re-install of IE/OE. Thank you. ---------------- Windows 98SE Outlook Express 6 HP Pavilion 6645c
Bruce Hagen - 14 Apr 2008 19:01 GMT By two accounts, you do mean two separate e-mail addresses, correct?
In the account that is not receiving, what happens if you send a message from that address back to that same address?
Does the message appear in Sent Items?
Does it appear on your ISP's Webmail site?
Who is your ISP and what AV program do you use?
Any error message?
Turn off e-mail scanning in your anti-virus program. It is a redundant layer of protection that eats up CPUs, slows down sending and receiving, and causes a multitude of problems such as time-outs, account setting changes and has even been responsible for lose of messages. Your up-to-date A/V program will continue to protect you sufficiently. For more, see: http://www.oehelp.com/OETips.aspx#3
Note that for some AV programs, it may be necessary to uninstall the program and reinstall in Custom Mode and opt out of e-mail scanning when the option arises.

A time-out occurred while communicating with the server. Account: 'm-lc', Server: 'pop-server.san.rr.com', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19
Your port 110 setting should be:
pop-server-sc.rr.com.
NOT:
pop-server.san.rr.com

But this setting (pop-server.san.rr.com) is what it's always been, is also same as the other account thst IS working, and it is what RR tech says it should be.
> See your error message? > [quoted text clipped - 9 lines] > > pop-server.san.rr.com Bruce Hagen - 14 Apr 2008 22:02 GMT Can't even trust a Road Runner link. Pursuing this, it appears they now have regional settings. I noticed: 'pop-server.nyc.rr.com' for instance, so where you have 'san' is probably correct for the SD area.

I switched identities to the main/ff account to send a test email to the new mlc identity/account. When I switched back to the new mlc identity/account, it started to download the 21(or so) emails in the webmail inbox – ONE came through right away. Then, OE hung-up and would not download the rest; I got the same pop-up box (no response from server in 60 seconds; do you want to wait another 60 seconds?). I clicked WAIT several times, but no further emails came through, so I stopped the download and then got the same error message (A time-out occurred while communicating with the server. Account: 'm-lc', Server: 'pop-server.san.rr.com', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19) I then composed another test message from the new mlc account to the main/ff account. When I clicked SEND/RECEIVE, the email went out immediately and, after hanging up the same way, the same ONE email was downloaded again to the inbox. The test email from the new mlc identity/account came through to the main/ff account fine. When I checked the RRWebmail account, both test emails sent to the new mlc identity/account (one from each of the OE account/identities) were there.
I found TWO (one for each of the accounts?) of the pop3uidl files. Both are in Application Data\Identities\”#”\Microsoft\Outlook Express. The “#” of main identity is: {9A883940-96A7-11D3-8CA8-84681C27E32B} it is 201KB. The “#” of the new identity is {DAABCA51-0A17-11DD-8CA8-001CF08B29A1} and is 74KB. BUT, I didn’t delete them because I wasn’t quite sure – I don’t want to lose the emails, are they all stored there? Will they go away if I delete the file? Tomorrow morning, I will try creating a new account in safe mode. Again, thank you for your assistance. m-lc
Steve Cochran - 15 Apr 2008 12:21 GMT The pop3uidl.dbx files hold the tables of downloaded emails from the pop3 servers. They do not hold any messages, so if you delete them, OE will just download all the messages again that are still on the server.

Emails are not marked as downloaded until all emails are downloaded. Login to your Webmail and delete the second email. Also delete the first email that has already been downloaded.
Account refers to an email account with your Internet Service Provider. An Identity in OE can have one or more email accounts.
Working in Safe Mode or deleting pop3uidl.dbx is not going to fix your problem.

THAT WORKED!!! For some reason, that one email was just NOT downloading to OE. It was a forwarded funny with a.WAV link in it which I have not had trouble with before - but did this time. So, I just copied the link, deleted the email from the webmail inbox and the others came through just fine --- Until another (from the same person, incedentally) also hung up. So, I did the same thing and it all seems to be working 5-by-5 again. THANK YOU SO MUCH, RON.

mlc - 14 Apr 2008 21:33 GMT HEY, I just noticed you are located right down the road in IB. Can we do this trouble-shooting on the phone??? I'll even pay for the call.
> Inline replies are fine, but please put some space between the questions and > replies so we can read them. Oh, OK, will do.
> > I tried sending test email from each account to the other but not from ff > > account to itself. > > Why not? Didn't seem necessary - if I send from ff to mlc and it's not being downloaded to the OE, and no other email is being downloaded to OE, then email sent from mlc TO mlc would logically act same way. I'll try it if you think it might offer any insight.
> I'm trying to get it working in OE. Just a process of elimination. I know and I DO appreciate it. I was just being funny ;-)
> Then the m-lc account is the one that won't receive? Double check your > account settings. Already Triple checked account settings both alone and with RoadRunner tech support. Also deleted and re-added the account twice.
> >> Turn off e-mail scanning in your anti-virus program. It is a redundant > >> layer [quoted text clipped - 3 lines] > What is your anti-virus program? That is where e-mail scanning is done, not > in a firewall or router. You /must/ disable it. Again, there is NO anti-virus program installed on the computer. Whatever scanning RR does is all that there is. (Yes, I KNOW this is NOT recommended. Please, let's not get side-tracked on that discussion at this time. Thank you.) All Outlook Express functions were working fine (for years!) until this stared happening just a few days ago. No security changes were made, no other anything that I could identify, either that might have caused this problem. I AM stymied.
Bruce Hagen - 14 Apr 2008 22:02 GMT I wasn't getting sidetracked with e-mail scanning. It is the most likely cause of a time-out error.
According to this, RR doesn't provide any anti-virus program: http://www.nycap.rr.com/techtips/index.php?ID=11
Not having one is like skydiving without a parachute.
I use Avast, (freeware). Choose Custom Installation and under Resident Protection, uncheck: Internet Mail and Outlook/Exchange.
Avast: http://www.avast.com/eng/download-avast-home.html
Now, back to your current problem.
Do both addresses use the same identity? If so, remove the problem account and add it back via File | Identities | Add New Identity. You will have to switch identities to go from one to the other, but this may answer some issues. If it works this way, we can try to get it working in the same identity. (Another process of elimination).
It may also be a corrupt pop3uidl.dbx file.
Tools | Accounts | Mail | Properties | Advanced. Uncheck: Leave a copy of messages on the server. Then delete the Pop3uidl.dbx file.
Tools | Options | Maintenance | Store Folder will reveal the location of your Outlook Express files. Write the location down and navigate to it in Windows Explorer or, copy and paste it into Start | Run.
In WinXP, Win2K & Win2K3, the OE user files (DBX and WAB) are by default marked as hidden. To view these files in Windows Explorer, you must enable Show Hidden Files and Folders under Start | Control Panel | Folder Options Icon | View, or in Windows Explorer | Tools | Folder Options | View.
With OE closed, find the DBX file for the folder in question {Pop3uidl.dbx} and delete it. A new one will be created automatically when you open OE.
If still no joy, have a look at some other possibilities here.
