Outlook Express Yahoo Plus can't send

I have Yahoo Plus email and I'm trying to use outlook express with it,
I can receive email, but I can't send. I followed instructions, but it
still doesn't work.

Any error message?

If it's a U.S., or CA, Yahoo account and you're not subscribed to Yahoo Mail
Plus, then you can't access the account in Outlook Express.

Go over the account configuration details one more time. Pay close attention
to what you are looking at. Yahoo! has made some significant changes to
their mail servers. It has caught quite a few users by surprise.

Notice that Microsoft (Windows Live Hotmail) has announced their changes
well ahead of time, in contrast with Yahoo!'s changes. I am not always
convinced of the competence of either; but MSFT has sure done better than
YHOO in that regard.
