We're in the software development business, and some of our third-party
libraries are licensed to a specific machine, based on SID. It's possible to
move a license from one machine to another, but it's a hassle and takes a
couple of days.
I'm wondering if it's possible to create a Virtual PC with a specific SID,
for which we could then request licenses, and then any developer could test
his application by spinning up a Virtual PC?

I do not know of any way to do this - but maybe there is a tool out
there somewhere for this. Note that this is not really a VPC issue but a
Windows one.

You can use Microsoft Sysinternals NewSID to set the SID to whatever you
want after the installation. Yes, the image will have a temporary SID
but after running NewSID it will have the SID you want.
