I would like to format and install windows 98 on the virtual Hard disk.

Could someone guide me to the correct instruction and documentation
on how this can be achieved.. ?

How is the virtual hard created and formated ?

Exactly the same as on a physical machine...

A:\FDISK <Enter>

A:\format c: /s <Enter>
