I cannot replicate this problem. Do you have a different keyboard that
you can try? Do you have any custom keyboard software installed inside
the host operating system?

Thanks for your response. I tried a different keyboard without success. In
general, I don't have any keyboard problem, only in Virtual PC. This is true
for any hosted OS version (Win98 and WinXP) and any created virtual PC. Of
course, I un/reinstalled VPC but it didn't help.
My keyboard is a Cherry G80-3000:

There is no special driver for this keyboard that I use for many many years
now, so the "default keyboard (101/102 keys) or MSFT Natural Keyboard
(PS/2)" driver is used. Anyways, I only have the problem in Virtual PC.
The only solution is restarting the hosted OS.

If this is a big issue for you - I would recommend contacting Microsoft

One more thing: My host OS setting is that Caps Lock is deactivated by
pressing the Shift key. That's how I am used to it and I want to keep it.
Same setting is in the guest OS.
(BTW, I don't understand why this is only configurable if more than one
keyboard scheme is installed. I mean, control panel -> region/language
options -> folder languages -> Details: The "keyboard.." button is not
enabled if there is only one keyboard scheme available above. As I only need
one scheme (German), I would have to add another scheme just in order to
enable the button, then change the setting, and then remove the additional
scheme. But that's another cup...)
