My guess it that it's because you are holding the mouse button down.
It must be blocking VPC over all the VM's. If you didn't hold the
button down, it wouldn't block.
I just did a test of that scenario and it definitely blocks VPC
itself. No way around it other than to not hold the mouse button
down.
