I've been trying to install Windows for Workgroups 3.11 onto a Virtual PC
to take a look at some of my earliest programs in action, and am finding
that the VPC locks up (or simply stops accepting any sort of keyboard/mouse
input... there's no way to tell, really) as soon as the GUI segment of the
installer is displayed. I disabled network detection, and even tried
installing Win 3.11 Standard just to see if that would fix the problem. It
locks up as well.
I've tried this with the same result across 3 different machines, two of
which are Intel, one AMD, running VPC 2004 and 2007... one of the machines
is Vista Business, the other two are XP Pro, so I'm pretty sure there's a
problem with VPC directly that I'm just missing, as several websites have
accounts of WfW installs with minimal issues.

Hum, my install of win 3.1 went just fine.....
I installed my dos 5.x disks I had first.
I then booted that.
I then simply inserted the win 3.1 disk #1, and typed in
a:\setup
(or whatever it was)....
I did this with vpc 2004..and I am running vpc 6.0 (2007???). now....
I can't say I tried (or installed) the networking stuff as of yet, but win
3.1 does run fine for me....

Have you tried disabling Hardware Virtualization...?
