Yes, it works, but it's not a supported scenario.

I have an MS virtual PC on my XP Home edition and it works great. I have
Windows ME as my VPC -- love it.

It works. When you install you will get a notice that the host operating
system is not supported but that just means that you cannot get email or
phone support from MS when you run VPC on a home edition of Windows.

The same way you do on any other computer. You capture the cd drive with
the installation media in it and restart the virtual machine. Setup will
autostart and away you go.
