I am using Virtual PC 2007 on an XP machine.  I have created an
virtual image using Windows 98 OS.  Is there a way to have the XP
machine boot directly to the Windows 98 image that I have created?

Add the virtual machine's .vmc file to the Startup group in the XP host.

Not without some work. You'd have to use a disk imaging tool to copy the 98
VPC disk to an actual hard drive, then reinstall all the hardware drivers
for the actual hardware installed in your PC.
If there's an easier way I'm sure someone will pipe up.

Are you asking if you can start the vm automatically when the computer
starts or are you asking if the computer can boot into the Win98 on the vm
without first starting XP?  If the latter, the answer is no of course
because XP needs to start before VPC can run.

I am asking that the XP starts, loads everything and then automatically
starts the vm.  I don't want the user to have to start the vm manually.

Then just create a shortcut by dragging a VM to the desktop, then move
the shortcut to the startup folder.

I took your suggestion and the VM did work.  however, is there a way to call
the VM so that the Virtual PC Console does not display and the VM starts in
full screen mode?

See:

You probably just need to add the -singlepc switch, this should launch
the VM without the console.
