I've just installed a new PC with Vista Enterprise.  I would like to create a
VM using the existing XP installation on my old computer.  Can I do that?  Or
do I have to start from scratch and install the OS from the installation
media?

This is called Physical-to-Virtual (P2V for short)
It is coverede in the VPC FAQ (http://vpc.visualwin.com/ngfaq.aspx)
The P2V entry is: http://vpc.visualwin.com/ngfaq.aspx#19

Ben Armstrong also has a blog on this:
