Exactly the same as installing Windows 98 on a physical machine...
Remove the (virtual) floppy disk...

When you see the A: prompt change directories to the cd drive and type
"Setup" just as you did when installing Win9x/ME on a physical machine.

WIndows 98 SE is a bootable CD-ROM. If you create a VM, on the cd menu,
select you hardware CD and place the Wind 98 SE CD in the drive. Reboot the
VM and Windows 98 Startup menu should appear. Then you can install Windows 98
SE on the VM easily.
Windows 95 does not boot from CD so you need to boot from floppy to install
that OS. After starting setup, removing the floppy will allow the VM to boot
properly after the installer reboots the machine.

IIRC, by no means were all Win98 cds bootable. Many of the OEM branded cds
were, but that was because the OEMs knew whether or not their BIOSs
supported booting from cd. In the early days of Win9x a lot of computers
still did not have that capability so the MS retail cds did not boot the
machine and the user started the installation with the Setup floppy.
