I would like to send faxes using the modem on the computer but it does not
show up on Device Manager - is it possible to send faxes with VM?

This has nothing to do with Virtual PC per se...

Sending a fax via a fax-capable device connected to the host (or other
machine on the same network) is no different from any machine trying to use
any other machine's fax device - the fact that one of the machines in your
particular scenario is a virtual machine and not a physical machine is
completely irrelevant...

So...

1) What sort of fax device are you trying to use?

2) To which physical machine is it connected?

3) How is it connected?

1) A modem
2) It is installed in my main computer on which VM is installed - the
computer is not networked.
3) Modem is on the motherboard

OK. Also, to avoid any future confusion, the application in question here is
Virtual PC, sometimes abbreviated to VPC - virtual machines, sometimes
abbreviated to VM, is what VPC creates...

Ah...

In which case, I fear that you're almost certainly out of luck.

Does the fax modem create a pseudo COM port e.g. COM3 or COM4...? If so,
your only course of action would be to map one of the COM ports in the VM to
the fax modem's pseudo COM port on the host and use fax software which
allows you to send directly to a COM port rather than to an installed modem,
if such software even exists...

No hardware you have added to your host PC will ever show up inside a
guest. The PC hardware visible by the guest is immutable and defined
by VPC2007 once and for all.
In the case of modems you might be successful if you map COM1: on the
guest to the com port of the modem on the host. But then the modem
will not be available to the host....
