Strange problem with 'Enter' key

Hello!

What I have:
Host OS=Windows XP SP2
Guest OS=Windows 2003

The problem may be described with example: I start Win2003, the window
"Press Ctrl+Alt+Del..." appear, I press RAlt+Del, Log/Pass window open, I
type <login>, then type<password> and press Enter. SOMETIMES it is enough and
I just proceed to my virtualPC's desktop. But SOMETIMES I am forced  press
Enter second time and only then VPC recognize key press. All the same inside
VPC(after logon), for example in Notepad SOMETIMES I am forced  press Enter
second time just to insert ONE carriage return. But SOMETIMES all works just
as on "big desktop" - 1 Enter=1 CR. Of course, I have 100% working keyboard
since in the host OS I have absolutely nothing problem with it, never.
Any idea?

I am using Virtual PC 2007 and while I do not have Server 2003, the
ctrl-alt-del is available on the "action" menu item on the main menu of the
Window hosting the guest OS. I use this to call up the task manager in the
guest OS without problem.
