I had a similar problem with an Agfa Snapscan using SCSI, I didn't
consider trying Virtual PC.
I know in the past that it has been possible to use SCSI devices not
directly supported in the virtualisation model (i.e. CD & DVD writers),
using at least VMware. But I don't know whether that is possible in
Virtual PC & I don't know if it would extend to a scanner, DVD writers
at least look like a CD reader - which is in the model.
Anyway, I found my Agfa problems were down to drivers, which with some
hacking would install & run on a 32-bit Vista & an Agfa application that
needs Run as Administrator. OT here, I know - but it might just help
you.

That's the whole point. VPC knows about CDs - it doesn't know about
scanners...

Apparently VMware can do SCSI device passthrough - it is used for tape
drives. I haven't done it myself - but one day with 64-bit Vista a
might just try.
