IOW, is it possible to configure a VPC guest OS to be communicated with by
external clients?

Specifically, I would like to set up Windows Server 2003 EE and BizTalk
2004.

Yes it can.

There is a 45-day free trial available:
  http://www.microsoft.com/virtualpc

There are also whitepapers available.

If you are looking at running virtual servers for any
sort of production purposes, you should really look at
Virtual Server.
