Hi,

I'm looking for a way to limit the execution speed of a virtual
machine. In certain legacy applications and their ancient notion of
'real time' this has an immediate effect on weather the app will run
normally.

<Gory detail> We'll be hosting a hacked version of os/2 that dumps
frames on a cable to communicate with some antique weather management
software </>

The box that will host the machine will be dedicated so putting strain
on it to slow it down *is* an option, but not a very desirable one.

I believe you can do this with Virtual Server, not Virtual PC, by
using the management console to allocate a certain percentage of CPU
resources to a virtual machine.
