This is one of the most frequently-asked questions in here...
Apart from the CPU, VirtualPC (like all virtualisation software) emulates
all its hardware. It makes no difference what hardware your host has:

XP should certainly have identified the emulated DEC/Intel 21140A at
installation time and installed the correct drivers for it - did you get any
installation errors...?
I've built many, many virtual machines with XP, and have never once had it
not recognise any of the emulated hardware...

Thank you very much! It was just the fault of the installation.
I think I must be crazy . Leaving aside my unbearable homework ,I have
spent so much time on reinstalling virtual pc and windows xp again and again
,and geting the driver of DEC/Intel 21140A ,etc.
At last I just had the dirver be installed automatically ,and then it
turned out to work.It was so funny and so helpless ,since I have tried this
many times ,only to face failure,but this time it works .
