I would like to enable dual videos in my VPC environment, but there is no
secondary video to even select to extend the desktop to.  How can I get a
secondary video to be enabled to do this?

You can't.  VPC only allows one monitor.  Your options are to try
other VM software like VMWare Workstation or use a 3rd party solution,
like MaxVista with 2 VMs.

If you're running Vista VMs, RDP could do multiple monitors too, no?

I haven't tried it, but I'm told it works.

I never tried it before, but I just tried it now with a Vista and XP
VM and it works, but the VM goes fullscreen across both monitors.

There is some additional info here on it:
