Win '95 Startup

I'm having trouble with my old computer with Win95.  At
startup it laods VERY slowly, applications drag along ,
curser reacts very slowly if at all.  I'm thinking there's
an application running in the background.  How can I
shutdown running applications from the start > run menu?  
I ran it through the Norton AntiVirus start-up and found
no running viruses.  Any help would be appreciated.  Peter
