I have looked through all of microsoft knowledge base and
find no reference to this issue. It occured after I
downloaded an update from microsoft and rebooted. I can
access msdos but not explorer. So my computer is not
usable. Any advise on how to fix is really appreciated.

If you downloaded an attachment from an official-looking e-mail message, it
is a virus. These cyberterrorists plagiarized a Windows Update web page from
Microsoft un which to include the malicious program. I get almost a hundred
of these e-mails each day and I have no other recourse than to delete them
before they can harm my system.
Try a rescue disk from an anti-virus package.
