You can try ebay.
Here are some instructions for generating your own floppy disk set from the
CD -Compliments of Ron Badour (use someone elses computer with a CD drive)

Buy a CD drive. They are pretty cheap these days

Have you considered just purchasing a CD-ROM drive [a used one can be
obtained for as little as $5] and installing it as a "Slave" on the IDE cable
from the motherboard/controller card that supports your HD? Then you could
simply use your Windows 95 CD to load your operating system.
You will need to use a boot/startup disk with a CD driver, but that is easy
to obtain/configure. You could go to "bootdisk.com." for example. A boot
disk for Windows 98 should probably do the trick. I just did this on a
386/486 computer and it works.

Take the hard disk out and stick it in another machine that has a CDROM drive.
Alternatively use Laplink or similar communications program (that one uses a
cable between printer ports), to transfer the needed files off the CD. As a
last resort, transfer the files a few at a time by copying onto a floppy.
In any case, after making sure you have enough freespace (e.g. 300Mb+,
preferably after reformatting the disk), then create C:\WIN95 on the disk
and transfer all the files on the CD from \WIN95 into C:\WIN95.
Then run SETUP.EXE from C:\WIN95. Be sure you have set C: to be active
and have a good MBR on it (both are done with FDISK).
