"LegalNotice" registry entry

There are a couple of registry entries that relate to
the "private system prmpt.

HKEY_LOCAL_MACHINE
 SOFTWARE
    MICROSOFT
      WINDOWS
         CURRENVERSION
            WINLOGON
LegalNoticeCaption  "Important Notice"
LegalNoticeText  "This is a private system.  Unauthorized
Use is prohibited"

I can delete these entries and click START/RESTART MY
COMPUTER and it starts with NO promt.  BUT the registry
entries are re written so the next time Windows starts
from a cold boot the prompt reappears.

I have checked my config.sys and autoexec.bat and no
programs are running from there.  I have checked Win.ini
and System.ini and nothing there either.

But something is causing these entries to be re written.  
I can edit them and the new version appears with a "Warm
Boot" Of Win 95 (Start/Shot Down/Restart this Computer)
but if I do a "Cold Boot"  (power off) and restart the
original text is rewritten to the entries.

Any ideas?
