DLL file not found

I wanted to run a program, but a warning shows me ERROR
STARTING PROGRAM, a required DLL file, WS2_32.DLL , was
not found. Can somebody explain to me what it means ?

The first idea that comes to mind is a virus.
Check online:

Go to
ftp://ftp.microsoft.com/Services/TechNet/samples/PS/Win98/Reskit/DIAGNOSE
right-click "ws2_32.dll", select "Copy to Folder", select or
type in "c:\windows\system" and click "OK".  Then try the
program again.
