Go to http://www.bootdisk.com/bootdisk.htm and create a
boot floppy. Use it to start the problem computer, type
"sys c:" and press "Enter". Then remove the floppy and
restart.

Try typing the following
C:\WINDOWS\COMMAND\COMMAND.COM
If that works and you are able to start your PC, then the very next thing to
do is to copy COMMAND.COM to your root folder.
To do this from DOS, type
XCOPY C:\WINDOWS\COMMAND\COMMAND.COM \
If that doesn't work, use your emergency boot disk to boot your PC and type
SYS C:
that should work.
