Another Password Problem

I got my computer 2nd-hand from a friend. The Windows
password window comes up every time, & I cancel or close
it.  I would like to change the password & settings so that
it can't be bypassed w/cancel or close. If that's not
possible, I'd like to delete the password window
completely.  I can't get anywhere w/the Password icon in
the control panel, Help or Find. Please help.

Having it work and not be able to be cancelled isn't possible in Win95
without third party solutions. For the rest, see:
