A friend of mine has a machine running W95.  I don't know
what he did but the taskbar at the bottom of the desktop
has disappeared and we have not been able to figure out
how to get it back. We can't do much without the "Start"
button.

What happens when you hit ctrl-esc?

Correction; it's actually W98. ctl-esc brings up the Start
menu on the right side of the screen. Still doesn't show
me how to bring back the taskbar.>

Ok - if you press control+escape you get a start menu? If so - open the
control panel, then choose Taskbar and Start Menu. There's an option that
sounds like it's checked 'Auto hide' the task bar.

Uncheck it. The start menu and taskbar should appear now. Move your mouse
over to the left hand side of the taskbar until you get a double ended arrow
mouse cursor, now click and drag it downwards. This should move the taskbar
to it's orriginal location
