Annoying message from Microsoft Network

I get this message from the Microsoft network everytime I
log on to the computer.  It asks me if I want to install
the network....or do not install.  Of course I want to use
the programs of Microsoft, but not the msn for email.  I
tried to remove using my disc but the message still came
on.  Can you help.

WHAT EXACTLY does the message say and WHEN EXACTLY does it appear?
