microsoft regcleaner?

AFAICT, Microsoft RegCleaner is not available anymore (it used to be on MS's
ftp site). Why is that? Was there a problem with it or something?
Is there another program that does the same thing and which is more or less
safe to use if you follow the instructions?

There were some problems in particular situations -- overall, it did its job
just fine, but in later operating systems it began conflicting with some
features.

There are other Registry cleaners on the market with different followings. I
personally don't have any that I recommend at this time. I'm sure others
will jump in with their personal favorites. I do have a page on how to
compact the Registry in Win95, and it may be helpful to you:

Regclean is still available, just not from microsoft. Here is a FTP site
that still has it.
ftp://ftp.swcp.com/pub/pc/win95/regclean.exe

Which means that the download is illegal.

I just today downloaded MS Regclean 4.1 from www.download.com .  I don't
think a c-net site would do anything illegal.
You could download it from ms, but it seems to be as of today buried in
several different tweak tool sets.

Yes, they probably have an original agreement with Microsoft that persists
even after MS withdrew the utility. WinMag.com used to have similar
agreements.
