Can I use a Win 98 "Start-up" disk (that came with a new
computer with Win 98 installed) to install the Win 98
program in another computer that's currently has Win 95
installed, or do I need to purchase the Win 98 program?

You need to have a copy of W98 for every computer you use it on. A start up
disk is used only to get you to a DOS prompt so you can do the install using
a W98 installation CD. You may be able to buy a W98 upgrade at eBay or at
the on-line computer software stores. You need the retail version, either
full retail or upgrade retail - either will do an upgrade. Avoid the OEM
version as it is not designed to be used as an upgrade.
