The listed fix is to call Microsoft and get the software fix. That's the
only legal way to get the patch.
Unfortunately, I don't know if these Win95 patches are still available. I
suspect they are not, and this article should have been rewritten to
indicate that there is, at present, no available fix for this known Win95
problem, but the problem has been resolved in Win98 and later.
According to the article, you need a copy of USER.EXE that is version
4.00.951 or later - dated 10/26/95, about two months after Win95 was
released. Apparently upgrading to Win95A - the first service pack on Win95 -
would not give you this particular fix (why?), sicne the problem survives in
Win95B - OSR2.
It may be a lot easier to just reboot after changing a keyboard layout.
