I am trying to load Windows 95 on an old system.

A Very old system. I have all the disks except No. 10

Any suggestions where i can get a copy.

Tried installing from CD but that is not working. So can
only install from floppy.

You can make a new floppy by taking the cab file from the cd

(it should be cab10 but check floppy   9 or 11 to be sure that is the right
one)

if the cab's are the 1.2 meg version you can copy it directly to the floppy

but if the 1.7 meg version you will need a utility called  WinImage
to make a dmf (1.7 meg) floppy
