How can I remove win95 or reformat HD?

I am looking to go from win95 to win98 but I don't have
the win95 CD to unistall the normal way through windows
(it doesn't come up on the Add/Remove list either).  I
figured I might be able to reformat the HD and wipe it
clean and boot and install my win98SE and go from there.  
Is there anyone that can help with my first step here?

W98 RESTORE DISK AND INSTALLATION PROCEDURES.

This includes the procedure for installing to a clean hard disk.

Why aren't you simply upgrading your W95 system, instead of re-formatting
and starting over?
